Airport runway arresting systems are built at the end of runways that prevent a runaway aircraft from exiting the end of a runway. The company will design the arresting systems in conjunction with the FAA and will provide engineering, training and over site of the installation, but the actual installation will be done by 3rd parties contracted by the FAA. They expect to start with 18 EEs but expect to ramp up to around 100 EEs quickly. As a startup they are looking for assistance with EE handbooks, drug testing and background checks, and recruiting assistance. The contact on this RFP is an HR attorney hired to assist in the evaluation of Professional Employer Organization service providers. They will require to have an executed NDA in place prior to releasing any documentation deemed sensitive such as a census. Make this your first priority after initial contact. The company is actually organized as a B-corporation and a priority is being placed on content employees. They are looking to make the cut over around the end of the 2 qtr. A census is attached, but they did not enter the employee's w/comp codes. In order to get this RFP started, I used code 2089 for all the EEs but suspect some will be changed to 8810 and 8742. A copy of their current W/C dec has been requested as have loss run reports. Almost all EEs reside in VT but there are a few in NY or MA. Do not follow up with the contact until you and I have had a chance to discuss this company. UPDATE: I was just made aware that the proper W/C code for the processing employees is 2095.

This RFP is for the domestic staff of a celebrity. These EEs will be located in NY, CO and CA. They currently utilize ADP for payroll and were proposed by TotalSource. They were intrigued by TotalSource's ability to save them substantial money on medical benefits but after reviewing their CSA, they decided to look at other Professional Employer Organizations. Their attorney felt that the TotalSource agreement left too much liability with the client. The contact said they basically want to lease their EEs. They also did not like the fact that section 125 savings were not passed along to the client and they found that shady. The contact is going to want to discuss your CSA before proceeding to a proposal so that he doesn't waste time. But health care savings is the major driver and they are currently using an Oxford plan. A census, loss run reports and current Oxford plan description are forthcoming.
